AF4Q Alliances produce reports for consumers with comparative information on the quality of care. Some are also reporting variations in the costs of care and in “resource use”—the extent to which providers deliver the appropriate kind and amount of care. Another way of referring to resource use is “health care efficiency.” Alliances are educating consumers about resource use or health care efficiency in two ways: 1) by displaying variations in care delivery in comparative reports, and 2) by providing educational information to help consumers understand what services are (or are not) necessary and how to discuss these issues with providers.
